From redevelopment parcels to large-scale land preparation, UEC helps project teams understand environmental risk, plan practical steps, and move work forward with confidence.
Northern Lake Macquarie carries a long legacy of lead and zinc smelting from the former Pasminco Cockle Creek Smelter at Boolaroo. Soils within the Lead Abatement Strategy (LAS) area are treated as potentially affected by lead and managed under NSW EPA oversight.
UEC has extensive, hands-on experience working within the LAS area — helping property owners, developers, builders and councils meet their lead-in-soil obligations so renovations, developments and property transactions can proceed with confidence.
How we help in the LAS area
- Lead-in-soil assessment and validation for development and renovation
- Site contamination reports to support development applications
- Remediation and ongoing management plans
- Practical, plain-English advice for residents, builders and developers within the lead grid
Director / Principal Environmental Scientist — CEnvP-SC
Urban Environmental Consulting was established in 2024 by Malcolm Adrien, a Certified Environmental Practitioner – Site Contamination Specialist (CEnvP-SC) with over 15 years' experience in contaminated land and environmental consulting across the private and public sectors.
When you work with UEC, you work directly with Malcolm. Every project is led and signed off personally — no layers, no handing off to junior staff. Day-to-day investigation is supported by an experienced field technician, and specialist disciplines — geotechnical, hydrogeology and vapour intrusion among them — are drawn in through a trusted network of industry partners whenever a project requires them. The result is senior-level judgement on every engagement, scaled precisely to the work in front of it.
Senior-led, every time
You deal directly with a Certified Environmental Practitioner — not a sales team or a rotating cast of juniors.
Regulatory fluency
Deep familiarity with the NSW EPA framework and, from years inside local government, a genuine understanding of how councils assess and approve contaminated land.
Proven NSW EPA experience
UEC has successfully obtained a site-specific Resource Recovery Order/Exemption through the NSW EPA — a process many consultants never undertake — enabling lawful on-site reuse of materials and reducing disposal costs.
Local lead-contamination specialists
Current, practical experience within the Boolaroo / Lake Macquarie Lead Abatement Strategy area, where lead-in-soil management is a specialist field in its own right.
Trusted by other consultants
Firms and project teams engage UEC for independent CEnvP-SC review and/or endorsement, and for senior support through complex projects.
Practical, cost-conscious solutions
Remediation and management strategies built around feasibility and outcomes, not compliance for its own sake.

Proudly operating throughout Newcastle, Lake Macquarie, the Central Coast and the Hunter Valley, with an intimate understanding of local environmental challenges and regulations. UEC also consults Australia-wide.
